Meeting Data Requirement for the Plan of Action
The Plan
of Action for the Decade on Youth Development in Africa
is associated with measurable targets that will be used to measure progress and
evaluate the efficacy of youth empowerment approaches. Each of the associated
Youth Development Indicators and Composite Policy Index will depend largely on
collecting, disaggregating and analyzing data according to international
standards, which enables cross country comparisons and analyses of progress in
trends over time.
Therefore the availability of comparable statistical information on youth in Africa cannot be at a better time as this, where the
crucial need to ensure effectiveness of national policy implementation and
plans on youth in poverty reduction and growth strategies needs sound,
evidence-based policy decisions and resource allocations.
Input from Stakeholders (Youth Development Partners and Member States)
A first
draft of the Statistical Country profiles will be distributed to member states,
development partners- bi-laterals, UN agencies and multi-lateral organizations;
youth and research institutions for comments and more information.
Through the UN development system at country level in collaboration with UNFPA,
the Regional Economic Commissions, the second draft of the Report will be
circulated widely for comments and inputs to improve the content and quality of
analysis.
Resource Requirements for Youth Development in Africa
The Plan
of Action on the Decade of Youth Development in Africa
will contain continental estimates of resource requirements for the
implementation of national youth development and empowerment programmes
through the year 2018. These estimates will be described in a package largely
to be delivered through targeted investment in youth participation and skills
development.
Vertical programming and funding poses a threat to needed improvements in the
actual status of youth development initiatives within national accounting
systems.
Technical Notes on Sources of Information and Disparities due to Surrogated
Data
The
Technical notes will provide information regarding the data sources for key
index areas. These notes will also provide guidance to the interpretation of
the statistics. The Volunteer Youth Organizations serving at country level will collect, collate and input the data from standard reports of
National Population Census, Demographic Health Surveys, Multi-Indicators
Cluster Surveys and Socio-Political context analysis of member states from
reports of the African Peer Review Mechanism Missions amongst others including
website of member states where available.
